i have personally tried the sb16, sb17, 938, 939 on my synergy and the sb17 was the best one for it given the HS i wanted to run. to get the best out of the sb17 you want to run under 15750 and above that you want the sb18 (hence i never got the sb18 to try, needs to rev to make use of it)
the problem is the sb pipes are considerably more expensive.....thats the users choice if they think it is worth that. the word on street is the 938/939 was made with 15% fuel in mind (all hatori pipes actually not for USA market) given the laws in the east from nitro vs oil content, not sure of that one but thats what forums say. the sb series is made for the usa market where it's mostly 30% thats used. i would say based on my own findings the sb series does have more power but i'm not convinced it's worth the extra 50 quid or so tbh.
if the price being bandied about for the kit is anything to go by then those prices will not be as keen in UK i fear. we should find out soon though, was meant to be today/tomorrow last i was told.
