Well yes but bear in mind that 4000mAh is only 11% more than 3600mAh, whereas 30C is 50% more than 20C.
In the real world you want a 4 minute flight time with at least 20% left at the end. That's an average discharge of 12C = 80% x 60mins / 4mins. I don't know how hard you fly but from the JLog logs on my Logo 600 I was seeing peaks of about 120A, which is 30C for a 4000mAh pack. I think I'm within the 20/30C manufacturer specs.
