Titan Elevator Tick Toc Issue ?

I feel the gain is already high, 37% true gain showing on the control box, but I think if I go in a hole on the tail servo horn from 13.5mm to 10.5mm this would increase the mechanical gain.

I just wanted to thank everyone who gave their input here.
The problem has now been sorted.
I increased the mechanical gain by going from 13.5mm on the tail servo horn, to 15mm. My true gain is 35% and everything holding well.
