From memory there were issues with the hub failing where the shaft that the grips run on joins the main part of the hub. If you compare the 2 hubs you should see that there's more of a shoulder on the new hub, which reduces the stress at that point, and as a result reduces / removes the problem.
I'm not sure what the o rings are for but assume they're for some form of damping or shock protection.
