All the generation that deal with is earthed one way or another. small portables i am sure have regs about usage but apart from the 17th i am not sure where to look. from a saftey viewpoint a power tool transformer has a 55 0 55 secondary and the center is earthed. and they still bite. 230v generator probably best to ensure its earthed.

I understand the motivation for using cheap server power supplies but for ease of use and something that can be used for other applications I recommend you consider this one
