Headspeed issue??

Was out today with my Rappy 30 towards the end of the afternoon, I noticed that I had a strange noise, sometimes accompanied with an increased headspeed.
I am using a Futaba GV1 governor, and the headspeed is set to 1600 rpm. I have noticed that as I come in to land and reduce the pitch, the headspeed increases indicating the governor is not holding it correctly.
I hovered the heli, and if I hover say at around 6-8 feet push the stick a little to gain height then drop it again to the hover the headspeed increases , ( I checked on the GV1 it recorder 1950rpm as a max speed obtained.)
Anyone got any ideas
