Grab some solar panels, a wind turbine, a 12v battery, a 12v psu for a crap old computer, a webcam and a 3G dongle Hook it all up and stream a webcam from your field. The solar powering it during the day and wind charging the battery during the night, have the system shut down overnight as not to use any energy. As for knowing the weather conditions.. Look outside.
