Only if you know enough to get a compatible version of Windows running on a PS3.
There is absolutely no way you can get it to work on a plain vanilla console that you still want to be able to play PS3 games on as well.
You basically need to run Linux on it, and then dual boot windows off that. I think they have even locked that down in the latest update as well.
At that point you would then have to get a way to get DirectX working. I don't know if anybody has managed it yet?

Oh, and it only has 256 Meg of RAM as well, most of which ends up getting used to run Linux and the emulator, even if you did it, it would probably run worse than your shockingly bad PC.
And I have just checked and confirmed the support for 'other OS' has been removed with the latest update, so you would have needed to not update recently, not update again, and live with no access to PSN to online game etc.
I have a crappy old laptop I run just for Phoenix, your computer cannot be that bad that it won't run Phoenix properly unless it is about 10 years old and has never been looked after?
*presuming you have enough memory, memory is shockingly cheap for the performance benefit you get, look into it.Trex 500 - CC450 - Blade mSR - Blade mCX - DX6i - Phoenix

I'm not using it so if it's any good to you you're more than welcome to it, you'll just have to arrange to get it.
