Thats really not good.
Bad enough the idiot hits the girl. Its appaling that they legged it. How was he/she to know the girl had not had an artery severed etc.
Still at least its America, they wont exactly miss them and hit the wall when they catch the offender. They will probably get 99 years of picking up soap in front of 'bubba'
