The whole 'Paypal as gift' issue

The reason PayPal charged fees originally was that all payments were via credit card, so PayPal had to pay the % fee to the credit card company, the same way that shops do. PayPal simply transferred this cost on to the seller, rounding it up to a given %.

You can't expect to pay something with a credit card via PayPal and not pay the fee, which is why you can do direct bank payments instead.

Yea, I see that mate, if funding with a card you are going to have to pay fees anyway. Might as well log it as a commercial transaction like an Ebay payment and have buyer protection (as long as their address is verified)

I for one won't do any 'gift' payments any more. I will just log it as 'personal payment' Same result, no fee but Paypal are happy Win Win. (I normally have money in there anyway from selling things, or failing that my account is registered)

If you send a personal payment via credit card, you will get charged the fee, because the credit card company charge PayPal.

After a bit of digging on Google, I found the following (note the bit I have highlighted):

"PayPal are changing the fee structure for UK users to make accounts more attractive for non-commercial users. They are making a new distinction between types of payment:

• commercial payments, including all eBay item payments, and
• personal payments, “a payment made for the purpose of either your personal, family and/or household affairs.”

And the fees have changed like this:

• Personal payments funded by bank account (echeque) or PayPal balance will be fee-free, regardless of account type
• Personal account holders will be able to receive credit- or debit-card funded commercial payments, at a fee of 3.4% + 20p per transaction for domestic and Euro payments from within the EU, or 3.9% + 20p for other cross-border transactions.
• Senders of personal payments will have the option of paying the fees themselves.
• Personal account holders will no longer be required to upgrade to a Premier or Business account once they have received £250 in payments"

HOWEVER, note that personal payment is not for goods or services, so you have no comeback on PayPal if there is a problem.

That will be because you funded it with a credit or debit card. They have to charge for that, the Card company will charge them.

To spend less than £4 quid you'll be OK providing the round trip is less than 10 miles.

Seems there's a lot of quibbling over small amounts of money for the most part. Use paypal how it's meant to be used, after all it does make things far easier than writing a cheque and having to wait 3 years for it to clear !

If you want something to really complain about try the hike in fuel duty we're about to get hit with yet again, that's proper daylight robbery

I've just closed my PayPal account - I received a gift payment and it was reversed 6 weeks after it was made, as it was a personal payment I had no protection - That said, when I had an ebay payment reversed I had no protection either as the buyer had no funds - so you're buggered either way.

If you accept a gift payment then you are waving any sort of protection and the right to shout at them.

Given all the rules on for sale postings, I'm surprised they don't have to state postage and accept paypal without quibbling fee's - I think it would make things a lot more transparent, and probably be a good thing all round.
