What are those things on the ends of the blades?

How do they affect the heli`s performance? Can you get blades like that for RC heli`s?
Another question. I have seen some blades that a guy was trying on his heli that had a rough finish on them. He said they produce less drag. I suppose kind of like a sharks skin or a pro swimmers suit.
I am using Razor Pro 2 (NHP), and thinking about spraying them, (don`t know what with yet) to get a rough finish. Anyone got any ideas of where to get a can of spray, rough finish paint?
