Yeah if it's ground only then IATA regs don't apply and what applies is something called ADR (Agreement Concerning the International Carriage of Dangerous Goods by Road), but even that may not technically apply for UK only ground transport.
Lipos are classified as cat 9 dangerous goods, which is the lowest category (cat 1 being explosives

From what I have gathered so far, to transport cat 9 dangerous goods requires a certificate that you get from taking a half-day course and the cert is good for 2 years. (And, this may be training for the actual courier as opposed to just the packing and labelling for the vendor). I'm curious, just for my own knowledge, what the shops and manufacturers have to do in order to have the right paperwork that is recognised by RM and other couriers enabling them to post LiPos.
