If I'm going to spend some money Id pefere to go for one of the higher range chargers that is capable of a 1.2ah current drain for balencing. I hate waiting as long as it took to charge just for it to finish fine tuning them. So my cheapest option with that preference seems to be the Icharger 308 duo. Do yhou have any idea if it capable of the 1.2v at 12v supply or would that be with full 24v supply

I'm not sure what the 1.2V you refer to means? But anyway, the only 'downside' of running from 12V is that the charger cant reach it's full charge power potential, but you only need 250W so that's not a problem. All other charger features will work as normal on a 12V supply.

Note that to give you 250W of charge power at the charger output the 12V supply would need to be rated for at least 25 Amps / 300W
