I'm sure most of us have had issues with a single complainant - usually a recent arrival - complaining about noise from some activity which has been going on for years.
There's a petition over at change.org for the UK to adopt the "Agent of Change" principle:

Although triggered by town centre music venues, if adopted, this scheme would be a godsend to many flying clubs. It seems perfectly logical, and a much fairer way of doing things than the present haphazard scheme.
