You really need to try it and feel whats right for you as other people may like more or less, but maybe try 10-15% to start with.

Cyclic: 10 on my mini protos. Zero on mcpx and had zero on 250.
Tail: about 30% on mini, -50 on mcpx (that actually speeds it up a lot) and had 50% quark default on 250.
I don't like too much expo. Try it on the sim you will have a very good idea what it does.
Any ideas if you should use TX expo on a 3GX or is it done in the controller?

It's 100% down to what you like and it also depends on your equipment/setup.
For Spektrum / JR systems you use positive expo to slow down response around center, for Futaba you would use negative expo to achieve the same effect.
Most pilots tend to run a little expo to slow down around centre, but this is not always the case of course.
With flybarless systems I like to add expo through the flybarless system, not by using the radio. Technically either way should work fine.
