You could check that your rudder does give a true neutral when the trim is centred and the stick is centred. I assume your gyro is a rate type. If so you can check it by holding the heli and turning it horizontally quickly and making sure the tail rotor spin in the opposite direction to the turn. If your gyro setting of 60 refers to gyro sense or sensitivity, then you may have a gyro that will work in both modes. If so then you may be better off in rate mode. Here is a PDF of the Tx settings for a neon blaze V3. This uses the Centura CUK-2602 which is a rebadged Walkera 2602.
The tail motor on this heli is very temperamental in my opinion. Im on my 3rd one. I find that the small twist on the blade helps and check the gyro as mentioned before.

You could borrow a DX6i. Sorry for that, it won't help as the txs will only work with a compatible rx.
You could put a spare servo on the input to the gyro sense and rudder channel to see what it is doing. You should be getting a symmetric drive to the matter. Probably from a bridge circuit. Thats 4 switches connected in two pairs between the rails and the motor is connected to the two centres. Only one pair of switches is on at once giving full volts in one direction and then full volts in the other. If one of these switches has been damaged by an earlier motor short, you might find that you get more volts in one direction than the other. Oil does help for a bit. My 4#3B was ok for a while and then needed new motors.
