Think of it as cruise control for your rotor head, it will keep the head speed constant on your heli so your throttle stick will just control the pitch of the blades and your rudder.
I don't know whether or not a beginner should use one as I've had one on ever since I started but that's because it came with the heli. Some people use them and others don't bother. I wouldn't use one to break in a new engine as it may over rev it but once that's done personally I like to be able to know I'm running a constant head speed.

A governor governs the engine speed in an attempt to keep the head speed constant throughout the flight envelope. There are several to choose from and they generally work ok.

Does a beginner need one? In my opinion, no. A beginner needs to learn how to set throttle curves properly, and then when they progress into more adventurous manoeuvres then it is a worthwhile consideration.

Governors generally work best when they are helped along by a good throttle curve, so get the throttle curves right first, then you will get the most out of a governor.

And as for limiters............ they are great!
