My rule of thumb is if I don't have full control of the heli in all directions then I call it quits. As an example if I stall turn into the wind and can't hold the heli in one spot then it's too windy as I won't be able to prevent the heli doing something I don't want it too. With less powerful, helis this can be a fairly modest wind. On the plus side flying in high winds (see rule #1) sharpens your skills. It's not time to do stuff your not 100% with, but stick to what you know and you will be better at it following a day in the wind.
