I have seen the min voltage go to 3.89 without even touching the sticks
There is a small regulator in the v-bar to supply 3.3 volts to the satellites but I don't know what its minimum supply voltage is. Possibly your bec has poor line voltage regulation or is faulty in some way under load.

I'm not sure. I'll buy another bec and see if there is any difference. Any suggestions on a bec?

Long shot but I have seen it before, try disconnecting the servos one at a time and seeing if you get voltage drops,we have had a dodgy servo sucking juice before.
