If there had only been 999 people in the stadium he would have been fine. He could fly it over a crowded school playground & be fine aswell. The whole '1000' people rule is bloody daft.

It is used to trigger a different distance limit.

Above 1,000 people the distance limit is 150m below that there is still a limit of 50m so the school example would be out, and even without the 1,000 people there is still a 'congested area' limit of 150m which would cover a lot of inner city locations.
