I'm not sure this is any more help than the last 3 posts, but I'd say don't do it.

If the budget is £250 then any camera she gets will be nowhere close to 'reasonable quality' nor will the quad be any good either.

I'd suggest if she really must get him a quad then go for something cheap and fun for indoors/garden use and spend the rest of the money on something else.

Blade Inductrix 200 camera is reasonably good & can also be flown fpv.
Today's outlook is fine for flying.

The syma x8G is a really good place to start. It flies really well and the camera is pretty good to and can be controlled all the way from the remote. My only issue was that there was no gimbal so lots of shakey video footage but with a lot of care and practice flying it can be reduced to a minimum. I got my syma x8G for £100 during a promo not sure what it goes for now. It's a great quad to start with and learn on. I then advanced as we do in this black hole of money pit to a DJI phantom 3 pro which is 10x the price but wow the difference is amazing in flight control as well as camera and video as it's a 4K and a great gimbal to boot.

                    Apologies Taylor!!!

I think at that kinda price to get anything decent i would be looking second hand.

i bought a DJI F550, which is my only experience with drones, and find it really easy to fly and stable. I have no gimbal for it tho, but have hard mounted a gopro.

However my pal liked the look of it, but was on a budget, so we got him a second hand F550 off ebay for i think £250. Came with the flight controller (naza v2), DJI iosd, video transmitter, gimbal. All ready for a gopro.

I would say tho, although i have enjoyed building the F550 and getting it all set up, i have not been able to replicate the flight times of some of the packages, such as the phantoms.

As i say i am not an expert in this area by any means, but just my 2 pence!
