Anyone know of a cheap way of getting some form of telemetry on a Jr pcm9xii? Looking mainly at rx voltage and altitude, I have seen an app for the Android phone but don't know enough about how or what it needs to work.

Some systems retransmit their data on wireless or bluetooth. This would only help if you already had the data coming back from the heli. You'll need a tx that can receive, a rx that can transmit and a sensor to convert whatever you want to measure into something it can feed into the rx. I haven't seen a 35Mhz pcm system that does this. There are lots of 2.4Ghz systems available. The cheapest would be something from HobbyKing. You could control the heli using the JR system and use the HobbyKing system just for telemetry.
You may be able to get a 2.4Ghz modue for your Jr tx but you would then need a way of displaying the data.
